South Korea would be a good country to move to for an amateur hoping to play an Olympiad. Most of the players in the men's team are in the 1700s, and in the women's team four of five are rated in the 1500s. For a rather prosperous country of more than 50 million inhabitants that's quite low, even if there isn't much of a chess tradition there.
My girlfriend lives in Jersey, so my personal plan is to move there, get to 2100ish (should be possible with a bit of work) and play for them
