Paul van der Sterren's Fundamental Chess Openings (FCO) does just that. Pretty much the gold standard for one volume opening guides. He doesn't go deep, rarely more than 10 or 12 moves, but will often take a paragraph to explain a single move. Of course you eventually need more content, but it's all you need to get up and running with any opening. Don't take my word though, read some reviews.

Do you have a book recommendation that discuss the plans for each side. I don't like books that are full of variation without understanding the whole plan and strategy.
Any recommendation?
