I was talking about Blitz tournaments thus USCF rules. In the last 20 years of playing in clubs, I've never seen a club play touch clock, so touch move is quite prevalent in club play. As I understand it, many clubs in the USCF that used touch clock are converting to touch move now that the USCF has an official blitz rating and thus now you can have official blitz tournaments.

You're telling me that in 20 years of playing in clubs, you've never seen the players play touch clock in casual 5 minute games?

This is an excellent thread for doing your own research as was pointed out.

For one thing, there is a lot of confusion about the determination of a move vs the completion of a move.

Reading the laws of chess for whichever organization you are playing under will help.

As for taking the king, as far as I know (and someone correct me if I'm wrong) that's not a real rule. The various laws of chess which I am familiar with state that an illegal move ends the game. Therefore if a player leaves a king in check at the end of a move being completed (not determined - you should know the difference!) the opponent would simply claim the win under the illegal move rule.

Should the opponent take the king they have just made an illegal move.
