for any given set of rules were a game offers the players the ability to draw even if the +.5points wasnt gained,

(IF) a player must make a move before they are allowed to offer a draw (THEN) Make a single move and offer a draw!

(IF) a player is allowed to offer a draw before any move is made, i.e. before a new game commences (THEN) Offer a draw before a move has been made.

(IF) the (event=DRAW) (Then) award (+.5 points to both players)

If you have a better argument or you think that this logic is false please enlighten me on the EVENT of a DRAW not being the greatest Transpositional move in chess!
