Playing against computer IMPROVES chess skills?

I want your opinions about this topic. My opinion is it really helps to improve chess. Go to this page & you can see a sentence "Playing chess against the computer is a good way to improve your chess skills".

I learnt most of the chess RULES (castling, en passant etc.) by just playing against computer. Some people say it doesn't improve chess & only playing against real people improves chess. But there is no difference of chess rules whether you play against real people or computer. Most chess experts say playing against strong opponants improves chess. Computer is a strong opponant. So it must be true that playing against computers improves chess. I play against Chess.com's computer (Level : Hard). Does this improve chess? Please comment your idea.

Chess.com's level - hard has a strength of 1600. I can easily beat level - Medium (1200). I agree it doesn't has a strength of 1200. But I don't know about the 'Hard' level. I still try to beat it. I'm a 1314 rated (Online Chess) player.
