I do not understand the problematics. You don't know if the game is drawn when there are still pawns on two wings. Black obviously ruined it by giving white two passers. If black had been dancing on the same diagonal for moves on, you might have had a point.
Polite way to suggest to an opponent that its time to accept your draw offer ...
