There's no such thing as the so-called "time cheating". It's lag, nothing else. These links might be able to help you.

This is not true ForeverHoldYourPiece !!! How can I report time-cheater? I looked at my opponent's time going up and up again in increments of 10 sec. in a totally lost position. Now I know why he played till the end. And won on time of course.

"As far as time cheating goes, they can say its impossible all they want.  NOTHING, and I mean NOTHING is impossible.  If people can hack credit card companies, banks, and government institutions.......... they can certainly hack chess.com!! "

H'mm, but what about their motivation ? Hacking credit card companies looks interesting, doesn't it ? But hacking a chess game... I'm very skeptical.
