why do low rated players of about 1200 don't get a chance to play against players of high rating of over 2000?

Let me ask you this: would a 2000 rated player want to play a 1200 player?

No, because:

It’s not worth their time

They don’t want to lose rating points

It’s the same reason why you’re not playing 400s
