Would you trade your queen for 2 rooks?

I guess my general rule is:  If there is no tactic that will allow the queen to win any additional material, then I prefer the 2 rooks.  For example, and in an endgame with 2 rooks + 2 pawns vs queen + 2 pawns, if neither side has any way to force material exchange for the time being, I'd definitely prefer the rooks.  The queen is just an added target most of the time...

Great example of what the queen can do (Fischer makes it look easy)! While it certainly depends on the position, with position unknown, I'll take the queen.
