This is very difficult for most players even with plenty of time on the clock but the queen wins.   Praggnanandhaa just won that ending in a time scramble against Arjun Kalyan in the World Cup tie  break.  It is almost like the knight and bishop against king.  Not very likely to come up but if you haven't practiced it very difficult to play.

Much harder than knight and bishop vs a king. I have to constantly keep refreshing myself on the philidor positions in that endgame and how to win from them. Knight and Bishop I can usually win within 50 moves practicing from random positions set up against stockfish, and the winning pattern is easier to understand.

The winning idea is to force the king with the rook into zugzwang so that he will have to move his rook away from his king. For some reason Silman in his "Complete Endgame Course from Beginning to Master" didn't think it was important enough for "beginner to master" players to study it along with bishop and knight against a lone king which he also left out of his endgame manual.

i think it's a basic ability for everyone to become a master . Make sure that queen vs rook or knight bishop against king is obviously easy for one chess master .
