Question about CAPS and elo

I’m just curious, is there a way where I could take the CAPS of someone and convert that into a “projected elo”? Like how for Vishy on this chart, his CAPS was 97.83 so I’m just curious how that was converted into 2759 elo, or for Petrosian, his CAPS was 96.78 and that was turned into 2543 elo

Cause I was just wondering if I could take people who aren’t included on the chart, let’s say someone like Chigorin or Ragozin, and find the projected ELO through that
