I can't figure out how to set to play better players. I'm not improving beating lower ranked players ?
You're just not beating enough lower rated players.
That's why your rating kept dropping until recently. It appears to have stabilized.
Try watching some instructional videos or taking some lessons.
Looking at your archived games, it appears that your rating is improving (slowly) even when you beat players who are lower rated than yourself. If you want to play with players who are higher ranked, go to tournaments set the ratings window for your games to include players that are higher rated than you.
