Rating Inflation?

Months ago, a rating (Rapid) at about 2160 was enough to be counted among the 10.000 strongest (active) chess players on chess.com. That is, among something of the 50-60 million players. But now, as I scored again some 2238, I'm barely within the Top 10k (#9921 it says). So, what's happeni

Two months exactly after that first post, I rank now #11466 out of a 2235 Rapid rating. (3 rating points can't make you gain or lose 1500 places in ranking)

That, and, weirdly enough, refunds of rating points for banned players seem to have decreased by a whole lot.

So, without talking about forbidden matters, what's going on chess.com?
