rating manipulation

When is something considered rating manipulation?
I have lots of people telling me their elo is higher on other accounts, I report it but nothing ever happens.
There are also a lot of people with 1500~ elo playing in a different time control where they are only 400/500/600 elo. How is that not considered rating manipulation?
Why have the option to report if nothing is ever done about it?
Really starting to dislike chess.

Rating manipulation is losing gams on purpose to get a lower rating or playing games against fake accounts to boost your rating (or against accounts that play poorly on purpose to boost your rating).

Someone with an approved alt account with a higher rating isn't necessarily due to rating manipulation
