Depends on where you are trying to do it. I don't think it is possible in the editor to do it on a blog, but in club news, using the Source Code option <> button should allow it by using an HTML anchor bookmark: https://www.w3schools.com/html/html_links.asp

I was able to test and it works as expected.

You would need to define your sections, so you can create a unique ID to anchor to.

 

Say you wanted to jump down to a section in the middle. You would go to that section in the source and in that HTML element, you would add the ID, such as middle. Say that the element is an H3 heading. You would add the ID to that element: <h3 id="middle">

 

At the top of your post you would put your link. In this case, it would be easier and can be done in the normal editor. Create the text you want to make a link, highlight it, click the link icon and put # and your unique ID in the URL, in this case #middle then finish the link creation.
