This question comes up a LOT. Anyway:
I offer a rematch, so my opponent gets a 2nd chance. On the other hand I am not offended, if I am not offered a rematch or the match offer was refused. There are a lot of reasons to refuse a rematch.
I play correspondence mainly.

Well said, glamdring27. In most cases I think the person offering the rematch simply just wants to play again without any offense intended.
