If you feel personally attacked by someone's text, I would immediately report them. If they're just swearing or using offensive language, I would hesistate.
Reporting Abuse?

Take it this way:
(1) A single report of abuse against anybody will not bring any action against him/her - it will just get you some sage advice what to do, etc. from the staff.
(2) Multiple reports from a single person against diferent individuals will give the impression of an "always-complaining" nature about the reporter.
(3) Multiple reports about a single person from different people just might be taken seriously by the staff, and they might start taking the complaints seriously, and investigate.
(4) If a particular person is vindictive only against you regarding any particular instance, situation, happening or grudge - religious or other grounds, it pays to have all the complaints documented.
Well, I did report it. I really hope it wasn't to frivolous. He was an uncalled for dick, although I know I was curt with him, which just riled him up more. His rant included called me a little bitch, a whining child, and saying I suck balls.
The funny thing about it was the whole thing started because he told me to resign, and if he had kept his mouth shut, I would have. Instead I simply told him I didn't appreciate his rudeness and that I wasn't going to, and he fucking exploded!

Well its ashame, but I was playing a 17 year old kid from LA and he became abusive. here are his coversations. So I just let the time runout on him. No need to play anyone like a dumb igronant kid.
anderoO: dumb nigger
anderoO: fredrick douglas told you to play chess? or yo massa did
anderoO: yes massa
khetp: Let me report you

I have found that new members are the most vile, as they don't know the community and some are just awful and come for a joke. I have never had a problem with a paying member, in fact ALMOST all the time, any member I have a problem with is usually been a member for less than a month, normally a couple days.
I think this could be avoided by not allowing new members to immediately play live chess, or limit there chat, because if they get banned they open another account.

found this in my inbox, what should i do about it?
At what threshold do you will it is appropriate to use the report abuse function? For the months I have been here I have had nothing but good games with the occasional friendly conversation in the chat box, but this week, TWICE i have had extreeemly rude and disrespectful players. They are beyond crass and making personal attacks.
Personally, I could care less, it doesn't really get to me, but they devalue the community as a whole. They are going on my blocked list for sure, but is it worth bringing it to the attention of anyone higher up?
