Rules Question

I had this position recently in a blitz game as white My opponent was unable to checkmate me with the 2 bishops. After 48 moves of no pawn moves or captures my opponent gave up and let his clock run down resulting in a draw.

My question is ,is this not a draw anyway?  He cannot checkmate me within the 50 move rule so had i let my clock run down would it simply have been a draw?

No. If you as White flagged, then Black would have won. When a player runs out of time, a simple piece check is conducted without consideration of other rules. Flagging with insufficient mating material is always a loss.

It is irrelevant if he has enough time, or knowledge to complete it. The game must be played out to conclusion. If you ran out of time, you would lose because he has sufficient mating material.
