Did you mean 5.h3 ? 5. h3 is a well-known move in the KID and has about 3000 database games. 9.h3 in this variation isn't at all popular, and I don't think it's book.
In the position of the diagram 9 h3 is NOT a very good move and my database only gives 57 games with white scoring less than 30 %, which is terrible. The 3 most popular moves have thousands of games and they are 9 b4 , Ne1 and Nd2 . All 3 of them scoring better than 55% for white.......

You would think it would not be necessary to state the obvious, but well said.
