By 'safe' I take it you mean 'solid'? All openings are safe if you have studied the lines properly and have a generally good level of play. If you're looking for a solid and relaible opening with clear ideas then I'd recommend looking into 1.d4 lines such as the London System and as black the Caro Kann or the French.
Most openings aren't set in stone... you can't always expect for example a closed position and whenever you want to break open the center to your advantage.
London and colle and etc., are okay, safe, systems and if you learn the ideas are fairly easy to play. Chessworld has some nice articles on the systems - I think Carlsen has been playing the london system a little.
I'd personally recommend the catalan/king's indian attack systems, easy and logical to play, but allows you to aim for a positional advantage in the lines you choose *usually*.
Colle is solid, starts closed, and clear idea of pawn break (you play e4 eventually).
Ditto to the Colle System. I've heard the London System is good, too, though I don't know firsthand. In general, any *system* where you don't have to worry too much about specific responses from your opponent tends to be safe and good, though not very ambitious.
P.S.--
If you decide to play the French, play the Exchange French, so that you are more likely to pull off a "Boredom Mate."
Are there any openings that are safe.And by safe I mean that i don't get many chances to blunder the game in the opening or early middlegame.I also want a closed position where it's pretty equal I'm not looking for a huge advantage.
