Wow, I've never heard of a school that doesn't allow a chess club. Very strange. In any case, I guess you could just bring a chess set somewhere they would allow, and just start playing people, not during class time, and during a time that is permissible.
Curriculums are always rather hit and miss. Whilst many things I learnt through my school curriculums have proved useful, others have been less so. I have never had occasion to make a 'pineapple upside-down cake' in my adult life for example.
Contact Chess in Schools and see if they have any literature they can send to the school board or principal.

Maybe encourage them to add it to the curriculum? I know a lot of schools are doing that now in the NY area such as Success Academy, IS 318, etc. even starting to do it in Mississippi https://www.cbsnews.com/news/kids-fight-stereotypes-using-chess-in-rural-mississippi/
the best way to do this is start a chess for blacks. They cant disallow that as that would be racist. Then because u need both black and white pieces, you can get everyone else on this.
My school doesn’t allow a chess club because it is not “curriculum based” even though we have a bit of good players who are serious about it. Also I am a part of the academic team and that is not tied into a curriculum, any ideas on reasons I could bring up, or ways around it ?
