For example, if a 22 year old learns to play chess for the first time and 10 year learns to play chess for the first time, wouldn't it be the 22 year old who would win. So does a younger player with a high rating mean that he is a much better chess player than someone older than him with the same rating?
In general, with a sufficient number of games in a player's rating history, a higher rating means a better player, regardless of age.
If the rating difference is small, then a higher rating may not mean all that much and in some cases the region a player comes from plays a much larger role; some regions may be over/under rated compared to other ones and a certain rating may be weaker/stronger than a similar one in a different region.
In the US, rating floors can impact people, especially older players, and the argument is a bit different in those cases since a floored player may actually be much weaker than their rating suggests.
