It is unsportsmanlike, but people do it so their opponent quits or resigns. There's no way to stop it.

I do not know myself. Maybe it is to protect their fragile ego, so they don't have to look at "You Lost" after a game.
On another note, you could read a book, get some water or something to eat as you wait because it's pretty much free rating points when someone does that.

It's called "rage-quitting"...trying to punish their opponent for the rage-quitter's blunder (and often a blunder precedes a rage-quit), by wasting the opponent's time by not making any further moves...fairly common here, rage quitting...

I believe CaracticusPotts has missed the point., somewhat. "respect their time usage". Is not the agreement at the onset of the game, to play the game. By just leaving the game, they have neglected their part in that contract. If they have blundered or whatever and want to stop playing then resign, its not difficult to do. Or if they are being called away then explain and offer a draw. They are not playing when they quit the game they are sulking, brooding, punishing, acting up, trying to exact some kind of revenge...the list goes on for the possibilities...And yes chess.com could do something to prevent it, if someone abandons a certain number of games in a pre-decided time frame they could receive a temporary ban...Its not difficult to implement, and by being temporary, it does not impact them forever. However, its difficult to implement fairly, what if someones internet connection drops for example. The problem is a thorny one for sure, but to say "respect their time usage" is only applicable to a player that is still playing and honouring their contract.

If they won't move and also won't resign... just waiting for time-out instead... that's called "Stalling" and you can report them for it.
If somebody gets reported by several opponents (and if the game records bear it out) then the match-making computer starts pairing them together, so that stallers only end up matched against other stallers.
If you act like a jerk, have fun playing against other jerks.
