Do you know if this means it does not follow the PGN you give it? What I mean, is if I put in a set of moves, will it use those moves to determine if the correct move was made or will it rely on an engine?
Do you want a program for a computer or a mobile phone? Please clarify.
Plus, I recommend chesskid.com. It is safe and easy to use for children. And they have lessons and tactics trainer too.
On a sidenote, do you want her to be a Women Master? If so, the earlier the better. Don't waste time.

The one on chesskid.com is still a little too difficult for raw beginners. IN fact, I missed the first one I tried on there.

Chess Tutor Stap 1 should be easy enough and challenging too. It's based on the Stappenmethode (please search).
You can easily get that sort of puzzles on chesskid if you can't solve the first few. There are also loads of beginner-level articles there.
I do not get the problem. My program Fritz can change the level of play to the worst chessplayer and grandmaster level (and second program Chessmaster too). My daughter is 6 years old. Fritz and the other apps I have are too difficult for her to use on her own.

I am working on putting together a set of very simple tactics puzzles for my daughter.
However, all the chess software I have is much too complicated for a 6 year old.
Anyone know of a simple tactics trainer that will allow me to use my own problems and is easy for kids to use?
