http://www.chess.com/livechess/game.html?id=44076362 look at this game, and go to move 14. my King couldn't attack the bishop, even though it's defense was pinned. Is this supposed to be like that?

Yes, it is supposed to be like that.  Whether the rook can move or not, it can still inflict check

One of the more puzzling features of chess, in my opinion.

It makes perfect sense. Imagine the game ended with capuring kings-your king would be captured first.
