The second part of the statement is not derived from the first part of the statement in general.

I often see (almost every day, though I dont hunt for them deliberately) how some players "lose" dozens of games in a row between tournaments to get paired with lower rated players in tournaments and thus to win medals easily. They can maintain their rating at 900 points but playing at 1400 in fact

Tournaments suck it's not as bad in pool

@SixInchSamarai, I think we have a communication problem. My original statement is true. What you are trying to say is that someone with a 1500 strength can play below their strength and have a rating of 900. That's true, but that won't depress another person's rating.
