I'm 1950 in puzzles and it gives me like 1500-1800 rated puzzles

Is it normal for the puzzles to not be the same as your rating? Because I stopped playing them when I reached 2300 in puzzles since it was mainly giving me puzzles that were 1900-2200. I rarely get higher rated ones. Is it glitched for me or is that normal?
