That's very true. I find players who have played a lot of games and are at a certain level to be much better than those who haven't played many.
I enjoy playing players exactly at 1200. These players are almost always new. I feel a bit bad when I beat them and their rating drops down to 1047. It's also fun to play against them when they win and are immediately 1400!
