Last game I played the guy was using some kind of super fast moves, like I was playing a computer that was answering every move in a nano second. When I called him out about it he slowed down to normal, no explanation. What is this, cheating of some kind?

It's called "pre-moves".

While he's waiting for your move, he can tell the website that if you do THIS, then it should immediately reply with THAT.
