I guess I've always assumed it was the average time for correct answers.
They already provide a full page of statistics on tactics trainer but I suppose there is always room for more.
What is your guess for the average time for wrong answers? I would guess that it is a much shorter time than the average for right answers. A lot of people just make quick guesses.
