Take which Rook?

Is there a tutorial or an article about the question which  rook you take to bring it on a new place at the ground lines? I mean: Often you are in a situation that you can use both rooks for example to go to an open line or to attack a piece. But the engine always prefers one of the rooks, but I don´t know really why in one case the kings rook and at an other case the queens rook shall be better. The situations I mean happens often at the beginning of the middle game. Later on it is often more clear, which rook you better take.

As a general rule.  Take with the rook that allows both rooks to control the most squares.

Yeah, that´s nice. But what, if in front of both rooks is a pawn and there is one open line. So the ground line is already controled and if you take one rook to the open line, it will control these line. So your general rule will not help to decide, which one to take.
Here, for example, it is possible to take both rooks for the open e-line, and there is no difference in controling squares.

Of course, there are exceptions to every generality, and there are positions in which Rae8 would be the correct move because the "restricted" Rook at f8 has more prospects (via an f7-f5 Pawn break) than the mobile a1-Rook would have after Rfe8.
