That, of course, would give the opponent a tempo advantage.

At what level of play would such an advantage lead certainly to a win?

Depends.

Depends on the move.

Depends on the position.

Depends on the rating of the players.

Depends on how much time is left on the clock.

The answer to pretty much any chess question is "Depends".
