I solved the mystery. I ran the following test position which very few chess programs can find but which Stockfish finds the correct move instantly. Somehow as I had suspected Chessmaster will install engines and run them but in reality it is the King engine actually making the moves. The Stockfish engine in Chessmaster can't find the correct move.

I'm not a programmer so I have no idea what's going on. I have been searching for a strong winboard engine to import to the CM 11 Grandmaster GUI and even though some are hundreds of points higher in elo rating (Slow Blitz and Arasan and others) the King engine consistently won or drew game after game against these stronger engines. I know Stockfish is a UCI engine that is not winboard compatible but on a whim I stuck the Stockfish 15 engine inside the CM 11 folder (I'm running Windows 11) and to my shock it allowed me to install Stockfish as a winboard engine and it actually worked! I have played two games so far and it was no contest. I plan on playing more games just to make sure it isn't a fluke but the biggest question I have is how can Chessmaster all of a sudden run a UCI engine?
I had quit using Chessmaster 11 after I upgraded to Windows 10 because it kept crashing. I found that after installing Windows 11, the program ran smoothly. The only setting changes I made is I turned off ponder in both engines and allowed Stockfish to have the same amount of hash tables Chessmaster had which is 64mb on my system. I also gave Stockfish the same search depth CM had which is 99 (Stockfish had 20 by default). Chessmaster has a selective search of 14 by default while Stockfish had 6 so I changed the selective search of Stockfish to 15. Here is the second game I played.
