I've noticed that whenever I make a mistake or play a move that ends up losing something my original thought for playing the move is because I thought it was the winning move or move that give me the advantage can someone help me with this problem.

Basically are you asking how to spot the "best" move in any position? It may sound redundant, but practice and analyse. Looking back over games that you lost and working out better variations is a great way to do this. Tactics trainer is also great for getting the brain to see patterns of best moves.

Do anyone's mistakes come from playing moves they think are losing?

You just need to see all your opponents possible replies.

If you search and search, and find what you think is a good move, but it turns out to suck, that's chess.

If you search and search, and can't find any good moves, it's time to resign.

Many times in OTB, I see a move I think is winning but then they make some surprising move which totally eliminates any advantage I thought I had.

The thing you should do in this case is, see if they have any advantage from that move, if not, come up with a new plan then. Maybe their move just counters your move, and it is nothing that gives them an advantage. So in this case, you are safe, and then you have to come up with a new plan.
