Someone correct me If I say anything silly, but did Steinitz played a few games exactly like that way against Lasker? He developped all his pieces to his two last ranks in some provocative attitude "go ahead and win if you can" as which Herr Lasker did exactly so.

This is an example from "The Amateur's Mind" by IM Silman. It looks impossible. To me it seems like black had 5 moves and white had 9. It is a nice example of being ahead in development, but doesn't seem very realistic to me. If black played a bunch of stupid moves, like d6 then d5, then I can see it.
