A real windmill (as the picture depicts) is something a device which continuously rotates around its centre. This happens commonly in wind turbines and fans.
The "windmill" tactic which you noted is, in my opinion, not exactly a windmill. It acquired its name because the capturing piece returns to the same square again and again.
The game which GambitShift has posted is literally like a wind turbine (except that instead of the blades, it's the queen rotating around).

This game really shows us what a "windmill" is like. A rotating turbine, to be more precise.
I have no idea how the term "windmill" in chess comes about, although I suspect it earns its name because of the repetition of checks and captures.
The actual windmill is the turbine, if you have learnt about generation of energy during science or geography classes.
