I don`t understand how this tie-point works.

I play in a 5 min tournament, The winner 7/7 and 20 tie-points, this player won against players that were rated lower than it.I finished 6/7 and 10 tie-points, I won against players rated higher than me and so i thought i might have a higher tie-point result

Below is an example of how the tie breaking system works:

A player's tiebreak score is calculated by adding the sum of the player's points they have defeated to half the sum of the player's points they have drawn against.
 

Bob won one game against Mary and two games against John. So Bob gets 1x1.5 points from Mary and 2 x 1.5 points from John, which sums up to 4.5 tiebreak points.
 

Mary won one game against Bob and drew one game against John. So Mary gets 1x3.0 points from Bob and 0.5x1.5 points from John, which sums up to 3.75 tiebreak points.
 

John won one game and drew one game against Mary. So John gets 1.5x1.5 points from Mary, which sums up to 2.25 tiebreak points.

Ratings are not used. Points are used.

I still don`t see how I ended up in a tournament ,winning 6/7 games against players rated above me scoring 10 tie-points and the winner who won all games but they defeated players that were rated lower than them and ended up with 20 tie-points.

I thought if I defeated players rated higher than me then I would get more tie-points.

Maybe you could explain or I can send details of the tournament

But tie-breaking points weren't needed.

You didn't finish tied. You finished with 1 less win and 1 more loss than the winner.

If you had both finished with 7/7, or both with 6/7, then a tiebreaker would have been used. You still would have lost the tiebreak because your opponents did substantially worse in the tournament than his did.  (You got only 10 tie-breaking points while he got a total of 20.)

But since you didn't finish tied, a tie-breaker was not necessary.

Opponent ratings are not used as a tiebreaker here.  With your 693 rating, your 6 points might have resulted in a much bigger ratings increase than the winner got but you still came in second.
