I am new here, and I have an opponent in dire trouble and he just declines to move.  After three days do I win?      Thanks

 I believe you do win. Although at some sites you are required to claim the win on time by checking a box indicated.-SIX

The way I understand it you automatically win if your opponent allows the clock to run out of time.  I am also under the understanding that at least 6 moves are necessary for a change in ratings.
