Just work hard and you'll get to it. The harder you work, the faster it is.
In fact, 3 years is a reasonable goal. The average person can reach FIDE master with 4 years of good training. Seeing that you already have done 1 year and you are already 1600, you're ahead of the schedule. I say you can make FIDE master in 2.5 more years.
MY TIPS: Do lots of tactics(try to get in 30-50 a day), read a lot of positional books(I suggest Ivan Sokolov's "Winning Chess Middlegames" and Max Euwe's "The Middlegame"), and play as much as you can. If you devote your 3-4 hours a day(or 7-8 on weekends), you'll be there in no time.

Indian railway pays you for playing chess for them(your fide rating should be≥2300). I started playing chess an year ago and my current std chess.com rating~ 1600 would I be able to become a fide master 3 years from now (if I devote 3-4 hrs playing chess on weekdays and 7-8 hrs on weekends) if yes plz suggest a plan.
