that happens when there is lag in the server. in reality he made a move when he had five seconds left but that move didn't reach your computer in time so it looks like he gets more time. make sure you have good internet connect to keep it to a minimum

The lag is almost certainly in the internet connection, not in the server.
I have top speed Internet connection. I have detected this most frequently from the US. One russian made 20 moves in 2 seconds ?

Premoves only take 0.1 second.
Your internet connection speed (100-T or whatever) means nothing if the connection between you and the USA is overloaded and slow.
