Time wasters

I know this topic has been covered before, but I need to vent.  Due to my present circumstance, I only have access to public computers; therefore, my time is limited and, somewhat precious.  Played against an opponent today who, in my opinion is one of those types with no sense of fair play.  You all know the type; players who continually disconnect and reconnect until their time runs out rather than continue to play.  That being said, I am of the opinion that the number of times a play can disconnect then reconnect should be limited.  Other opinions?

How do you distinguish between a player that is doing it intentionally, one who has a flaky connection (or there is some network hop between them and chess.com this the culprit), and one who keeps refreshing the page to make sure they haven't disconnected?

Flaky connection.  Maybe.  But I've also experienced this even when an opponet clearly had a good connection.

Low lag doesn't necessarily mean the connection is the best. I don't know exactly how the code is measuring the lag, if it is just latency or also includes how stable the connection is.

You can have low latency but still drop a number of packets over the network. It may or may not be noticeable in normal browsing but in something more real-time, like Live chess, it can have an impact and could potentially cause disconnecting and reconnecting.

All other considerations of lag aside, I believe my opponent was deliberately wasting time.  All I can offer in support is the length of time between disconnects and reconnection; always with a return just in time to save themselves from losing by abandonment, and enough time between the next disconnect to have at least made a move.
