timeouts?

i have alot of people starting a game with me and maybe making 2 or 3 moves then they run out of time.. does that count as a win for me?

In order for a game to count for ratings, 4 or moves have to be made. Not sure if it counts towards statistics though.

ok.. so if somebody knows there going to lose, which takes more then 4 moves, and they let the time run out it should give me points for a win....am i understanding this correctly

Yes, as long as the games are rated. And your win/loss/draw ratios should change also (as I wrote before, I don't know how less than 4 moves impacts those stats)

no ratings for less than four moves..
also, from the other side of timeouts.
if YOU timeout a lot, you get a time-out percentage, and if that is over 10% you cant enter any of the tournaments..if youre interested in doing that

Ratings change if a game lasts three and a half moves (seven ply).
Here the OPs rating dropped from 1082 to 1063 after three and a half moves.

Yeah, 4 moves made by white. So technically it would be 7 ply but it gets listed as the 4th move being made. If White didn't make that 4th move the game would time out and no rating change would happen.

Technically it is three and a half moves or seven ply, regardless of 4 being displayed. (It is the same type of argument of when to celebrate the millennium. Technically most people were a year early.)
In this theme game http://www.chess.com/echess/game.html?id=30141773 the seventh ply occurred on Black's turn. The reason you have to be technical about it is this is very important on a drive for zero rating. Be careful to have your turn on the seventh ply or your opponent can double-cross you and resign first. Your rating would skyrocket. So if you drive for zero always play White unless it is a theme game where Black goes first.

Actually, the rule is, if the game is less than 4 moves (8 ply), but more than 2 ply. and a player times out, the winner's rating is unchanged, and the loser's rating gets dropped.

In the game from post #8 there was a timeout and the winner's rating increased from 1200 to 1327 in a 7 ply game.
