It's a competitive sport for those who enjoy it. Not everyone has to compete in tournaments & leagues. Those are there for those who enjoy the intense competition. Learning chess from all angles has been rewarding too after the more competitive period.
Leagues can show determination, willpower. Unwillingness to give up easily. When it is over in a sense (no way to advance) it's time to learn other skills. Getting stuck in competitive mode could cause unwillingness to learn other aspects of gameplay and that would be a missed opportunity so perhaps it is good that the system is like this. Not perfect but the leagues can give a push, a start to actually eventually learn chess.
