My opponent made an illegal move but realized it and moved the piece back to its original position before tapping his clock. The piece he touched had no legal moves. The arbiter ruled that he can move another piece and proceed with the game.
Why was this not ruled an illegal move? Is it because the clock wasn't tapped or because that piece had no legal moves? Why doesn't the "touch move" rule apply?
