Seems like a club would be a more ideal location, rather than having a category that would have limited interest in general to the site specific community at large.

I think there should be a new Forum category for tournament rules. I have been reviewing the FIDE rules introduced for 2017 and several rule controversies in chess.com forums. I think there is a great need for discussion about those rules. The writers of that document don't seem to have a lot of experience writing unambiguous legislation. It is a difficult task and some are more skilled than others. I have been hosting small tournaments for almost 10 years but just this year attended an arbiter's workshop and my designation as a national arbiter in Canada is pending.
Some suggested topics I would submit:
This category should benefit arbiters and tournament players. Open discussion might help to clear up ambiguity and improve future versions of the rules.
