Unsportsmanlike desparation

Ever notice that in live chess some guys, when running out of time or completely losing, like to offer a draw? I consider two possibilities:

 

1.) The guy meant to hit the resign button

 

2.) it was an act of desparation.

 

I'm no GM (high 13's is not really a qualifier), but even I know that a loss is a loss and a win is a win. When considering possibilty number 1, why not just correct the mistake? But when considering possibility number 2, it's just pure cheapness. A faint hope that your opponent will mistakingly accept the draw. I laugh at this, but still call a spade a spade. Just a reflection.
