I have seen that but I cannot find information directly for my case.
It's up to the TD. Most foreign ratings they add +200 and use that for pairings.
All foreign participants must disclose all ratings.

I'm foreign player and I have no fide or uscf ratings, my national rating is 1920. I have some questions about participating in such tournaments as Philadelphia Open, Chicago Open, World Open:
1. With what rating system will I play?
2. What will be my starting rating and in what under section can I play?
3. What K-factor will be?
