You can buy a USCF membership online.
In my experience you can also show up to the tournament without a USCF membership, and pay for the membership at the same time you pay your entry fee.
You can e-mail the tournament director if you're unsure.

i play chess tournaments in India and I came to US on holiday and wanted to play a tournament in CA but it is asking for USCF ID and my school detais but I do not have any of this information. Please advise
