Clearly stupid decision in arbiter, Akobian is looking for a excuse not to play Wesley So and he know he will lose to him. Drawing does not distrub anyone, talking yes. Like I say Akobian is dirty cheater and a loser.

So campaign for a change in the rules. Don't complain when the rules are enforced and take a disgusting attitude towards the opponents.

I don't know, but copy Wesley So scoresheet and it had just drawing. look page 2 and you see that copy scoresheet. I am really disgusted, player in such high caliber should be treated much better, can you imagine here in American we treat Carlsen like this.

Chess.com obtained this picture of GM Wesley So's score  They going to forfeit player for this? There something wrong here. Like I say Kobian is punk and a loser. It is disgusting to do this to a top ten player, we in American don't have chess culture, no respect for a player in Wesley So caliber.  We forfiet a high 2700 elo for this! Come on!

These notes are related to the game he was playing.........or do you think he was writing down a shopping list?

From the FIDE Laws of Chess:

8.1b The scoresheet shall be used only for recording the moves, the times of the clocks, offers of a draw, matters relating to a claim and other relevant data,

11.3a During play the players are forbidden to use any notes, sources of information or advice, or analyse any game on another chessboard.

11.7 Persistent refusal by a player to comply with the Laws of Chess shall be penalised by loss of the game. The arbiter shall decide the score of the opponent.

The arbiter had no choice but to forfeit So.

That picture is from a totally different event. Not this one. The notes, from the third time, were on a sheet of paper underneath the scoresheet. If you read the chess.com article by Mike Klein that explains where that picture comes from you will see that even his Webster coaches warned him against the habit, multiple times.

And this wasn't the lone decision of the local arbiter; he also consulted with another International Arbiter before making the forfeit decision.
