What do you feel about players that do perpetual checks when they are losing?
The game went on 44...Ra5+ 45.Kg6 Rg5+ 46.Kxh6 Bg7+ 47.Kxg5 Bf6+ and my opponent offered a draw without moving, and congratulated me for the elegant solution. I guess he should accuse me for cowardness- no?
He should have, obviously. Just joking. Repetition draws are an absolutely natural part of the game. The game has reached a loose end, as no progress is made, so the game is a draw. Getting to make a triple repetition when having a worse position if clearly part of the game, part of outplaying your opponent.

Time does matter. That's why it was a draw. One player couldn't win because he had insufficient checkmating material. The other player couldn't win because he was out of time. The only possible result is a draw.

50 moves without a take is a draw right? There is no difference between this and seeking a stalemate.

What do I feel?
I feel we are intelligent, witty, and pretty darn good looking to boot.

perpetual check by itself is not a draw, usually it follows from the 3 position repetition rule or the 50 move draw rule.
in either case neither players are making any progress so their position cannot be considered won at all

I think its fine, its only due to mistakes that a perpetual check is allowed. Like a mouse getting into a hole, the cat just has to return another day
Here is a game I played some thirty one years ago. Black is certainly not worse, but he must be careful as his king is in some danger.
Finding no perpetual, I opted for another "cowardish" way to draw:
